Dream It, Shape It, Make St Andrew’s Park Yours
The Parish of St Helier is inviting parishioners, school children, young people and families to take part in the early consultation for the future of St Andrew’s Park in First Tower.
St Andrew’s Park, also known as First Tower Park, is an important and much-loved community space close to St Andrew’s Church. It has been enjoyed by generations of local people — but it now needs investment and fresh thinking so it can become a welcoming, safe and enjoyable place for children, young people, families, older residents, dog walkers and the wider community, while respecting its trees, historic character and the Dolmen de Ville-ès-Nouaux.
As part of this process, the Parish is launching a design competition for children and young people, alongside the wider public consultation. Entries will be displayed publicly where possible, and winning entrants will be invited to a special celebration event at the Town Hall in November 2026, where they will be presented with certificates and prizes.
Competition categories
- Early Years (0–4): Colour My Dream Park — Little Explorer Award
- Primary School (5–7): Draw Your Dream Playground — Future Playground Designer Award
- Primary School (8–11): Design a Park Theme — Young Park Architect Award
- Secondary School (12–16): Create the Ultimate Youth Zone — Young Innovator Award
- Young People (17–25): Reimagine St Andrew’s Park — Future Community Designer Award
- Whole Classes, Schools & Youth Clubs (St Helier only): a collective vision for the park — Legacy Award
- Video Challenge (all ages): a short video (max. 30 seconds) of inspirational playgrounds — filming equipment only, not people — People’s Choice Award
Five things to think about
- Fun and activity play, climbing, balancing, sport, fitness or performance
- Belonging places to meet, sit, picnic, talk, watch or take part
- Access for everyone different ages, abilities, wheelchairs, buggies and mobility aids
How to take part
- Create your own plan, or download an A3 plan of St Andrew’s Park at https://sthelier.je/wp-content/uploads/sites/14/2026/09/[email protected], or collect one from Customer Services, Town Hall, York Street, St Helier.
- Complete the entry form (available with the plan/brief) and include full name, age, and for entrants under 18 parent/carer consent.
- Email digital entries to [email protected] with the subject “St Andrew’s Park Competition”, or deliver entries in person to Customer Services, Town Hall.
- Closing date: 23:55 on Sunday 11 October 2026 for email entries. Hand-delivered entries must arrive during Town Hall opening hours by Friday 9 October, 4:30pm.
- Schools and groups may submit entries together, provided every entry has the required information and consent.
What happens next
Eligible entries may be displayed publicly. Winners will be invited to a celebration at the Town Hall in November 2026 and will receive a certificate and prize. A summary of the ideas will be shared with the park design team to help inform the future design brief for St Andrew’s Park.
Winning an award does not mean an idea will automatically be built — all proposals remain subject to consultation, budget, safety, accessibility, heritage, planning and technical assessment.
