CONSULTATION DATES:Friday 20th December 2024 to Monday 20th January 2025PROPOSAL / BRIEF:
The Parish of St Helier is seeking your feedback on proposed changes to the car park wall in front of Belmont Gardens. This change was requested by members of the Belmont Road Neighbourhood Improvement Area group (NIA), and is the first improvement the Parish is able to progress for the area.
We are planning to form a new exit from Belmont Gardens onto Belmont Road, which will make it safer for residents in Belmont Gardens exiting with their vehicles. This will removed the need to reverse up Belmont Gardens to exit from the existing entrance/ exit onto Belmont Place.
Please note that the proposed changes will be subject to planning permission.
We would appreciate your views on this proposal: please tell us whether or not you support these changes and email your comments to us at [email protected] no later than 20 January 2025. Alternatively, you can write to us at Town Hall, PO Box 50, St Helier, JE4 8PA.

CONSULTATION DATES:Wednesday 26th June 2024 to Friday 12th July 2024PROPOSAL / BRIEF:
The following consultation is subject to Planning Permission and approval by the St Helier Rates Assembly.
The Parish of St Helier is proposing to refurbish the existing playground at Parade Gardens and at the same time create a new play space for younger children in the area adjacent to the Cafe and Public Toilets.
Plans for the refurbished area:
Plans for the new Play Space:
The Parish of St Helier acquired Parade Gardens on 19 July 1856, but it is unclear as to when the existing Playground was established within the park, although we know it was established many decades ago and over the years, the park has been updated and refurbished.
The current play equipment in the existing Playground is outdated and in need of replacement. This project gives an opportunity to create new play areas that will introduce exciting and inclusive play equipment.
Increasing access to playgrounds provides numerous benefits for children of all ages, as research shows that a well-designed playground will:
- Entice children to play and learn key developmental skills
- Provide opportunities for children to practice a range of social, emotional, physical and mental skills
- Boost the amount of physical activity children get.
Playground activities like swinging, climbing and sliding may appear to be “just fun” on the outside, but they initiate important body systems that aid healthy child development. The movements children perform in a playground build both gross and fine motor skills, along with core strength.
Playground play also stimulates the vestibular and proprioceptive systems: sensory processes that control balance and coordination, which develop better body awareness and aid sensory development, often bringing relief to children with additional needs such as autism and ADHD.
This project is an opportunity to improve, enhance and future-proof the play area within Parade Gardens and to work cohesively with other publicly accessible play areas in St Helier by introducing varied play equipment and experiences that encourage children’s development.

CONSULTATION DATES:Sunday 30th October 2022 to Wednesday 30th November 2022PROPOSAL / BRIEF:
Residents of Old Trinity Hill have asked the Parish of St Helier to create a ‘mini RPZ’ similar to the one that has operated successfully for many years in Richmond Road. This will prioritise the limited amount of on-street parking for use by residents who have no other parking facilities, while maintaining the visitor parking spaces at the bottom of the street and providing some new cycle parking stands at the top.
The St Helier Roads Committee has approved the idea in principle and now residents in the area are being consulted to find out their views. You can have your say by completing the below survey. Please let us have your views by 30 November. Thank you.
Update – This consultation has now closed and will be taken to Roads Committee on 22 February 2023.
Update – this scheme was unanimously rejected by the Roads Committee on Wednesday 22 February 2023. To view the minutes of the meeting please click here.
