The Residents’ Parking Zones (RPZs) were designed to provide preferential parking for residents in their neighbourhoods that the zones encompass. Only a limited number of permits are issued in order to balance the requirements of permit spaces for residents with pay-card spaces for visitors.

Types of permits

  • Resident Permits – for those living within a RPZ, with a Jersey registered vehicle and no off-street parking on their premises. Please note that residents may only hold one permit at a time.
  • Business Permits – for business owners that operate from an address within a RPZ and have a Jersey registered vehicle, which is used in Jersey exclusively for the purposes of the business.
  • Temporary Permits – available for contractors employed to carry out work within a RPZ. These permits are available for a duration of up to 2 weeks and should be applied for prior to work commencing.

How do I apply for a RPZ permit?

To apply for any of the above types of permits, please complete the Application for RPZ Permit Form which you can download or collect from the Town Hall. You will need to provide proof of residence, such as a utility bill or bank statement dated within the last month, and you may need to produce your vehicle registration document once a permit becomes available.

Please note that waiting lists for each zone vary, and it is impossible to advise exactly how long the wait for a permit will be. As soon as one becomes available, our Customer Services Team will be in contact with you.

Where can I park?

For a full map of residents’ parking spaces please visit our interactive RPZ map.

Those with a residents’ permit can park:

  • At any time in areas reserved for ‘Residents’ Permits Only’
  • In on-street pay card areas between 5pm and 9am Monday to Friday and all day on Saturdays and Sundays. This exclused car parks within a zone where season tickets are valid.
  • In ‘Doctors’ Parking’ bays between 6pm and 8am daily.
  • In unloading bays outside of the time specified on the signage for loading and unloading.

Those with a business or temporary permit can park:

  • As resident permit holders above but between the hours of 8am and 6pm only.

What happens if I move out of a RPZ?

Permit holders are entitled to a refund if they vacate a RPZ. Permit holders must return their permit within 10 days of vacating a RPZ.

ELIGIBILITY

TEMPORARY RESIDENTS’ PERMITS

  • Temporary permits are available for contractors employed to carry out works in a zone.

    The permits cost £9 per day and are available for up to 2 weeks.

    Application forms should be completed in full and submitted to the Customer Services Team at the Town Hall in good time. Please note that during busy periods it may not always be possible to process he permit whilst you wait so please ensure you submit your application at least 24 hours before the date it is required.

    A Temporary Permit entitles the holder to park in a Residents’ Parking Permit space only. A paycard is still required when parking in a pay card space situated within a zone.

  • If you find you need to extend your permit, you can do so without the need to complete
    more forms. Simply contact the Customer Services Team on 01534 811733 or email [email protected] who can extend the permit and take payment over the phone. Your extended permit will then be posted out to you or made available for collection.

  • The Parish may cordon off spaces for essential works only. Please contact the Community Support Team on 01534 811866 for information.

CHANGES TO CIRCUMSTANCES

  • Permit holders are entitled to a refund if they vacate a zone. Permit holders must return their permits within 10 days on vacating a zone.

  • Contact the Customer Services Team on 01534 811733 or email [email protected] and they will arrange a grace period of two weeks for you to display your current permit in your new car whilst you get the vehicle registration documents organised.

    Please bring your new registration document into the Town Hall once it has been updated, together with your current permit and a newly completed application form and we will issue a new permit free of charge.

  • You must inform the Customer Services Team if you change your contact details.

    If the contact details we have on file are incorrect and you are uncontactable you could be at risk of having your vehicle moved at your own cost should the Parish need to cordon or section off spaces and/or roads when cleaning, essentital maintenance or works are required on land or property situated within a zone and your vehicle needs to be moved.

VISITORS AND PARKING

ENFORCEMENT

  • The Community Support Team, St Helier’s Honorary Police, the Road’s Inspector, and
    others who are authorised by the Connetable regularly patrol the zones.

    The Parish will make regular checks on the details submitted on applications and can request vehicle registration documents and proof of residency verification at any time from a permit
    holder.

  • Any misuse of a permit or abuse of the scheme is treated very seriously and offenders
    will be prosecuted and liable to a fine not exceeding £1,000.
