The office of Deputy has been in existence since 1856. St Helier has 13 Deputies who each represent one of three constituencies; North, South and Central. Deputies are elected by the public and serve for a term of 4 years. They can vote in the States.

A Chef de Police is appointed in each Parish from the Centeniers of that Parish and is responsible to the Connétable for the operational policing of the Parish.

Centeniers are elected at a public election for a term of three years. The following police powers are specifically reserved to Centeniers; granting bail, charging persons with offences, presenting accused persons before the Court, and conducting Parish Hall Enquiries into alleged offences. One Centenier is appointed by the Connétable as the Chef de Police for the Parish who leads and manages the Honorary Police Team.

A Vingtenier is a member of the Honorary Police who carries out general community policing in the Parish and fulfils administrative roles. They are elected by the Parish Assembly to serve a term of three years for a Vingtaine in the Parish, but do not have to live within that Vingtaine. The Parish of St Helier can have a maximum of 11 Vingteniers.

These officers assist the Centeniers and Vingteniers of the Parish with general policing matters. The Parish of St Helier can have a maximum of thirty Constable’s Officers.

The Parish Secretary provides legislative guidance and administration to ensure that the Parish operates within its legal responsibilities ensuring fair, robust electoral, regulatory and administrative processes.

The Registrar processes the registration of all births, deaths, marriages and civil partnership events within the Parish. The Registrars service is currently being undertaken by the Superintendent Registrar on behalf of the Parish of St Helier.

The Community Support Team are responsible for policing parking offences within the Residents Parking Zones in St Helier and for offering assistance and guidance on parking to small business contractors who carry out works within the RPZs. Outside of Government Parking Control operational hours, the Team deal with all on-street parking offences in St Helier, as well as conducting community based foot-patrols in the Parish offering assistance and directions to the public, locals and visitors alike.

The Parking Fines Administration are responsible for the administration of all on-street parking fines, appeals and prosecutions in conjunction with the St Helier Centeniers.

The Town Hall maintains a dedicated Customers Services Team, offering a friendly and consistent support to our parishioners, employees, businesses and visitors to the Town Hall. We can assist you with, and provide, a range of services – from Parish driving licences to information about Jersey.

The Community Services team is specifically responsible for the provision of efficient and effective community services, to ensure that elderly Parishioners are given the holistic support they require to maintain their quality of life in the community, by close liaison with other support agencies recognising where and when to refer. As well as monitoring the care of vulnerable groups, we can also assist Parishioners in applying for benefits and other government grants that maybe available to them.
